This is a design for a new type of network-based information processing system, with checks and balances. For example, any persons may create or join the CNA (topic or group) of their choice, have their identity verified and accepted, and then participate in both the authoring of new material and the three branches of information reviewing tasks. The purpose of CNA design is to provide quality public information, by way of a superior civil information production strategy.
